摘要

针对高校信息化管理和服务中存在的问题

基于PDCA（plan-do-check-act）管理理论

提出了由制度规范、服务队伍和技术措施构成的信息化管理服务体系

介绍了体系的基本模型与核心要素

并结合第四军医大学信息化的实际情况

详细阐述了体系核心要素的建设策略.

Abstract

In order to address the problems existing in college IT management and service

this paper proposes an IT management and service system based on the plan-do-check-act（P DCA） cycle management theory.This system consists of three core components including the regulations

service team and technical measures.Furthermore

t he basic model and core elements of this system are introduced.Finally

the construction strategies of the core elements are discussed in detail by taking the Fourth Military Medical University as an example.
